Digital Capability Advisory Group

We’re developing our former Stakeholder Forum and establishing a new Digital Capability Advisory Group, which will have national oversight of what public sector organisations are doing to develop capability.

 

What progress have we made?

 

 

This workstream forms part of the Scottish Government Digital Programme and is now live.

 

Background context

The purpose of the Digital Capability Advisory Group (the Group) is to strengthen national partnership between public sector organisations, with specific focus on developing digital capability.

Digital capability is defined by digital, data and technology (DDaT) skills, professional job roles underpinned by the Scottish Government DDaT Profession and the capability requirements as illustrated in the Digital Scotland Service Manual (DSSM).

In furtherance of this aim, members of the Group are expected to share relevant knowledge, data and information from their respective organisations and their wider network, on matters related to current and future programmes of work and investment in digital capability.

The Group is formed under authority of the Scottish Government Digital Directorate and is co-chaired by the Digital Office for Scottish Local Government. The Group’s function is solely advisory. Although it is a formal point of governance and reference, it does not have decision making or executive powers.

Further information

The Group objectives are to:

  1. articulate effectively the views and experiences of service users and organisations on matters related to digital capability;
  2. provide advice and guidance on the high level design for implementation of coaching, professional learning and training, including the effectiveness of mechanisms for effective partnership, collaboration and co-construction;
  3. help to shape the professional learning offer across the public and third sector, so that it remains relevant and current;
  4. support the Scottish Digital Academy to deliver its strategic priorities, including supporting the realisation of benefits and the aims set out in the Digital Strategy;
  5. act as a ‘critical friend’ to challenge any national issues, processes or improvement plans in the context of digital capability;
  6. act as an advocate on matters related to digital capability;
  7. ensure that the Scottish Government is informed of major developments and intended investment/funding in transformation programmes, where there is a need to resource or develop digital capability;
  8. offer insights and explore emerging trends, models of funding and opportunities to align DDaT job roles;
  9. identify and design frameworks to measure impact and how interventions are supporting transformation and digital programmes;
  10. focus on collective cross sectional collaboration in procurement activity, empowering scalability of existing or new solutions to align with time efficiencies, cost savings, capacity and resource. Members will seek opportunities to develop effective communication plans that demonstrate partnership across the public sector.
